Binay also chided the Philippine National Police (PNP) for its alleged failure to go after robbers who pose as law enforcers before striking a store selling Rolex watches inside Greenbelt 5.
"(The) brazenness of the attempted robbery is alarming. I suggest that the proper authorities should anticipate a possible surge in brazen and high-profile criminal activities because of the hard times, especially after typhoons 'Ondoy' (Ketsana) and 'Pepeng' (Parma)," he said in a statement posted Sunday night on the Makati City Web portal.
He added the foiled robbery highlights the importance of vigilance and preparedness.
Citing initial reports on the incident, Binay said the robbers had high-powered firearms, including a grenade launcher, and reportedly wore police bomb squad jackets.
He questioned the PNP for failing to take steps against criminals posing as lawmen.
"This is not the first time that criminals have used police and military uniforms in their operation. But so far the proper authorities have not taken steps to restrict their sale and their use," he said.
Armed men posing as members of the city bomb squad entered the Greenbelt 5 mall and tried to rob the store. One of the suspected robbers was killed in a shootout with police.
The incident prompted Greenbelt 5 authorities to shut down the mall as police investigators and the Scene of the Crime Operatives continue to investigate the incident.
