MANILA – The Commission on Higher Education (CHED) is confident that state universities and colleges will consider its appeal to temporarily defer the “no permit, no exam policy” to help students affected by recent typhoons Ondoy and Pepeng.

CHED Chairman Dr. Emmanuel Angeles told ABS-CBN’s Umagang Kay Ganda that the memo was already released.

“Napakiusapan ko na ang ating mga kolehiyo at pamantasan. Lahat ng nasalanta ng bagyong Ondoy saka Pepeng kung maari sana bigay ng deferred payment para makapag-exam, makuha final examinations,” Angeles said.

Angeles, however, was not sure how many of the 1,781 colleges and universities will follow the memo reiterating the tuition deferment.

“Palagay ko, pagbibigyan nila ang aking panawagan kasi mga nasalanta iyan, saka mga victims alam naman nila kung sino sa mga estudyante nila,” he said.

The Kabataan party-list first raised the issue to allow students affected by the twin calamities to take their final examinations even if they have yet to pay their tuition in full.

Angeles said he will reiterate his appeal during a convention of state universities and colleges on Tuesday morning in Manila.

“I will reiterate again my appeal. I am continuously making this appeal. Palagay ko naman, ang ating mga pangulo ng ating mga pamantasan at kolehiyo pagbibigyan ang ating mga nasalanta,” he said.

He further explained that CHED can only make an appeal. They still hope that it will be met by positive reactions.

“Tutupad sila. Ano magagawa nila pag nag drop students? Kailangang tulungan mga estudyante,” he said.

“I don't think there is a problem. You don't have to worry if there is a problem, they can call me,” he said, adding that he will be pushing for an emergency assistance package to students affected by the recent storms that hit the country.
